Ok, here is my write up as promised. This is Strictly a PvE write up. Do not try to turn this into a PvP discussion.
First of all lets go over the Ground Rules of a Shaman in General. Shamans in this game are strictly a support class. You should not be going into a raid thinking you are Guru king shit and can solo the place. You are there to support your parties overall composition.
Example- Your Group makeup is of 3 Casters, yourself, and 1 melee. The ideal way to do it is Wrath of Air (WoA), Mana Spring, and Strength of Earth (SoE). You increase casters spell damage by 101, give your melee party member an increased dps totem and yourself as well as the casters 15 mp2 (considering your spec'd for it).
Now some people may read this and say "That just seems like common sense" Sadly enough this world is full of retards and not all Shamans may know that.
From an overall stand point you should have other things working for you as a Restoration Shaman. Make your UI comfortable make things easy to reach. Totems for a Shaman is everything. Memorize what all your totems do, know the timing on them, use them to your advantage at all times. If you have an idea of a totem maybe working on a boss try it. (Just don't try Stoneclaw on Illidan, bad news written all over it)
Now for the good stuff. Basic things to stack as a Restoration Shaman. Mp5 for a Shaman is everything. Off of the top of my head I think it is 5 spirit for every 1 mp5 while not casting. Stacking Mp5 for a Shaman is so effective for a Shaman because essentially a Shaman should never really stop casting at any point. Thus a Shaman cannot use the 5 second rule of healing. Next up is Intellect. Every 1 intellects give you 15 mana. Having a nice base of a mana pool to work off of is really nice. With Earth Shield costing 900 Mana max rank and Bloodlust costing 750 mana, plus the cost in variety of totems a good mana pool is a nice thing to have.
Recap so far:
1 Int = 15 mana
Mp5 > Spirit
5 Spirit = 1 mp5 while not casting (i think)
Now with Healing. Healing is very nice to have, but there is such thing as "To much". Healing eventually begins to suffer diminishing returns at different points for certain abilities.
Example- Lesser Healing Wave's diminished return to + healing starts at ~1800 + healing. From that point on after Roughly 1800 healing your LHW only starts to gains 33% of healing past that point. So say you have 2000 + healing your LHW will only gain 33% of 200 healing which is a little over 60 + healing.
Now as far as I have experimented with the diminished returns, I could only find the diminished returns on Chain heal and LHW. I can't as of right now get my + healing to find if there is a DR for HW or if it just continually scales. The DR for Chain Heal + healing is ~2000+ Healing and it will start just like LHW gains 33% past that point. And as far as I know Earth Shield also continues to scale as your + healing increases.

Downranking. Downranking is a tricky thing. This is what seperates Good Shamans from Bad Shamans. You have to downrank to your own accord. You yourself have to figure out what works best for you.. and how low of downranking you can go according to your gear and Mana Regen. Now this is from a Personal Stand Point, I downrank Chain Heal and Healing Wave.
Note: I am doing all this with 1749 healing unbuffed.
Reason for Chain Heal Downranking.
Out of 10 Chain Heals. 10 Rank 5 and 10 Rank 4 Non crits and first jump only.
Rank 5 Average of 10 Heals= 2956.8 at the cost of 513 Mana per heal.
Rank 4 Average of 10 Heals= 2653.5 at the cost of 413 Mana per heal.
In my particular Raid Environment, there is always overheal coming from myself. By downranking to rank 4 I am cutting the slack off of my overheal while at the same time saving mana. Essentially every 5 casts of a rank 4 CH is a free heal. The only fight that I do not downrank to my rank 4 CH is Relquiry of Souls.
Out of 10 Healing Waves Ranks from 12-9 Non crits. Note this is with Healing Way Stacked 3 times for Bonus 15%
Rank 12 Average= 4923.7 at the cost of 684 Mana per heal.
Rank 11 Average= 4385.6 at the cost of 622 Mana per heal.
Rank 10 Average= 4203.6 at the cost of 589 Mana per heal.
Rank 9 Average= 3831.3 at the cost of 532 Mana per heal.
Previously I used rank 9 healing wave for my single target heals, but after doing this for the first time i'll most likely bump up to rank 10 HW. 67 more mana cost for a little under 400 more healing.
But like I said earlier you have to be cautious on how much you actually downrank. You want to save as much mana as possible but also not let your friends die in the process. Do not however downrank LHW. LHW is a fast heal tool to keep your target alive long enough for yourself or another person to land a big heal on.
