Saw this on the latest build: "Rogue energy mechanics have now been changed, they now return energy every 1/10th of a second instead of 20 every 2, this change makes energy generation more fluid."
This should be very interesting and really change some playstyles.

Kitties are extremely happy from what I've been reading, since it means you'll be able to use your odd-numbered abilities (10 energy, 45 energy) earlier, instead of waiting for the 2-second tick that takes you to 20 or 60.

Its also the last nail in powershiftings coffin. ATM you powershift with less then 8 energy outside a GCD, due to the serverside furor change, and with this change that is no longer possible.
It helps Shred, it hurts FB (which by new talents they want us to use?) and Powershifting.
Good if you arent someone that times things and pushes it to 100% i suppose.

I think it's a good change, though it does take out some of the internal timing that long time rogues have built up. I personally don't use an energy timer, I basically keep an internal timer that's pretty damn close. When I'm on my game I'm able to que enough energy and use a special right before the next energy tick. So, I can que up 85 - 100 energy and right before the next energy tick pop a special and then get two sinister strikes off immediately afterward. Using AToL that was the highest dps method since you could squeeze in more specials during the crit buff. Without AToL it isn't as necessary to que energy like that unless you are pvping.
Which leads me to the next point: Rogues will become slightly easier to play in pvp (yes yes, come scream rogue nerfs now) because part of the skill involved in playing a rogue well in pvp was managing your energy around the ticks and timing openers, specials and vanishes to occur just prior to an energy tick.

It is an awesome change for rogues, first off occasionally the server would get screwed up and you would regen 17-22 energy, now you have 37 energy or 57 energy and have to wait another tick to SS/Mutilate. This was especially relevant for Combat Daggers when it was viable because 57 energy meant you had to wait for it to tick up to 77 and you could easily get 2 Combat Potency procs and cap out.
For rogues there is no possible way this is a bad thing, even for druids I can't see it being a bad thing other then the possible issues with powershifting. Basically it means in every situation you will have more energy sooner except in the PvP or Pull situation where you time your attack just before the tick and essentially had 120 energy.
It looks like mana functions the same way were it regens 1 point at a time instead of in chunks.

Yeah, it's kinda odd to see at first but seems a lot more seamless.

Actually, Furor in cat seems to be 100% amazing if you're using a Cat->Cat macro. Powershifting, if anything, is a bit more seamless now, since you can effectively control when you're <8 a whole hell of a lot easier.
If my DPS models are correct, for both Rogues and Druids, this is about a 175-250 DPS increase, flat-out. For rogues, it's less amazing, since your abilities tend to match the 20/2 tics a bit better than our 42 energy Shreds do.

You cant powershift in GCD so how do you figure you get to shift with <8 Energy? You will always regen 10 energy before GCD is up from whatever ability gave you 0 energy.
Though the current powershift model probably isnt correct anymore either so the <8 energy rule might not apply.

I wonder if this will go in pre-wrath like mutilate did pre-tbc. Any indication yet on whether they'll roll in some of these mechanics early or not?

Most assuredly WOW 3.0 will go live about a month ahead of WOTLK launch. It gives Bliz a good chance to test the coding on live servers when it counts the least as most raids and other serious progression grinds basically stop during that time.
