I'll start by saying if some of these are true, rogue getting some raid utility is pretty nice. "Wavering Will Increases the time between an enemy's attacks speed by $s1%, slows its casting speed by $s3%, and slows its movement by $s2%. Lasts $d."

Edit: NM found it in Sub tree and very tough to keep refreshed.

Sounds like a pvp talent, Xye. Your mage in 5s crits? You get a combo point on the paladin you're locking down.

The way its worded still sounds like casted not melee to me, otherwise why put in "a damage or healing spell or ability" and not just "a spell or ability"

And ya its probably for pvp, go go rogue/mage 2s?

If it says abilities, then it's useful anywhere, I guess ... I mean, a melee group has 5 people all running ~ 40% crit, so that thing would be going off like crazy. You'd have to refactor how fast your combo points were coming in and adapt your rotation on the fly, I guess?

Yeah if that thing holds true our rotations would be hella crazy. Be using all abilities that use combo points just do dump them.

Naw i thought it sounded pretty badass for pve too personally. You get energy off crits now too? gah, xyebane want.
